Víctor Costa Mazón, Director General of Urban Planning, Projects, Infrastructure, and Basic Services in Torrevieja, has resigned from his position.

A key figure for Mayor Eduardo Dolón since his appointment in 2019, Costa is moving to become Deputy Director of Urban Planning for the city of Murcia starting in May.

Costa’s departure comes with several major projects still pending, including the long-delayed redevelopment of Eras de la Sal, the awarding of the new urban transport contract, and the revamp of Paseo de la Libertad.

While some initiatives, such as the remodelling of the Sports Palace and La Mata’s new sports centre, were completed during his tenure, others remain stalled or partially executed.

Originally hired under the Large Municipalities Law for a position earning over €100,000 annually, Costa was instrumental in reshaping the city’s contracting and public works strategies, often assuming extensive responsibilities.

His management style, however, sparked controversy, notably during the awarding of a €400 million garbage collection contract, where he submitted an unsolicited evaluation report that conflicted with the official findings. Despite this, he retained Dolón’s trust.

Costa’s resignation leaves a critical gap in the city’s leadership, particularly with urgent projects valued at over €31 million still awaiting progress. There is speculation he could still reconsider, but Town Hall is already looking internally for his replacement.
