The Torrevieja Council will appeal the recent decision by Spain’s Central Administrative Court for Contractual Appeals (TACRC), which annulled the tender for the city’s urban bus transport service. Mayor Eduardo Dolón announced that the appeal will be filed with the High Court of Justice of the Valencian Community (TSJCV), following the same legal path as a previous case involving the Parks and Gardens contract, in which the court ruled in the city’s favour.
Despite disagreeing “entirely” with the TACRC’s ruling—issued after a challenge from Ruiz Bus S.L., a company that did not even submit a bid—the City Council will adapt the tender documents to the court’s observations and publish a new tender in the coming days to avoid delaying improvements to public transport.
The updated plan will maintain all service enhancements from the original project, including:
- 32 modern buses, seven of them fully electric and the rest hybrid;
- New technology for service management, real-time information panels, and a mobile app for passengers;
- The same routes, schedules, and frequencies based on the city’s mobility study.
The new specifications are expected to be approved by the Local Government Board within days, with publication planned before the end of November and contract award targeted for early 2026.
