The Torrevieja City Council has launched the tender for the design and planning of the new underground parking facility at Plaza Encarnación Puchol in La Mata, along with the comprehensive redevelopment of the square’s surface.

The project will create 3,802 m² of underground parking with space for approximately 126 vehicles, while the above-ground area of 4,500 m² will be completely reurbanized. Planned improvements include new paving, landscaped areas with trees adapted to the coastal environment, a playground, seating zones, pergolas, and upgraded access to local shops and hospitality venues. All utilities—including water, sanitation, electricity, telecommunications, lighting, and gas—will be renewed and reorganized to enhance functionality and accessibility, eliminating architectural barriers.

The design contract, approved by the Local Government Board, has a base budget of €217,512.43 (VAT included) and a six-month preparation period. The tender emphasizes strict criteria for technical and architectural quality, urban integration, and experience of the design team. The selected team will also provide support during the future construction phase. Once the design is completed and approved, the procedure to tender the construction concession will begin.

Mayor Eduardo Dolón highlighted that the project addresses a long-standing need for parking while modernizing the public space in La Mata. “Our goal is to create a square that encourages community life, walking, shopping, and leisure—a vibrant, integrated, and landmark space for the northern coast of the city,” he said.

The project is part of Torrevieja’s broader urban strategy to improve mobility, strengthen the appeal of city centres, and modernize public spaces, with La Mata considered a priority. Preliminary geotechnical, geophysical, and parking demand studies confirmed that Plaza Encarnación Puchol is the optimal location for the underground parking, minimizing green space loss and urban impact.

Mayor Dolón concluded, “This project responds to a clear need: more parking and a pedestrian-friendly, renewed urban environment. La Mata continues to grow, with more residents, visitors, and economic activity, and we must provide solutions that meet these demands.”
