Cayetano Bernabé Ingenieros y Asociados has received the highest score in the tender process for the project design and works management contract, with a bid of €513,935.
The scheme will run for 30 months, including six months for drafting the project and 24 months for carrying out the works. It aims to resolve structural defects, improve energy efficiency and make the school fully accessible.
Torrevieja City Council is moving ahead with one of its most significant education infrastructure projects in recent years: the full refurbishment of IES Las Lagunas.
The project will completely transform the secondary school, adapting it to current and future educational needs. The work follows a clear technical assessment which found structural deficiencies, outdated facilities, accessibility shortcomings and poor energy efficiency at the centre.
Contract based on technical and economic quality
The project is being carried out under the Plan Edificant programme. Torrevieja City Council has now completed the assessment of bids for the drafting of the project and management of the works through the contracting committee.
Cayetano Bernabé Ingenieros y Asociados, S.L.U. received the highest overall score, with 95.50 points, after submitting an economic offer of €513,935. The company was ranked as the most advantageous bidder.
It was followed by COR ASOC, S.L., which received 90.24 points. The bid submitted by IMAGINARQ Estudi d’Arquitectura was excluded after being classed as abnormally low and failing to justify its viability.
The council said the process has reinforced the technical security and quality of the final project by excluding offers considered abnormally low where their feasibility was not properly demonstrated.
The project will have a total timeframe of 30 months. This includes six months for drafting the project and 24 months for carrying out the works.
The works will be developed in phases to ensure they remain compatible with teaching activity and to safeguard the safety of pupils, staff and the wider school community.
Torrevieja City Council has now formally notified Cayetano Bernabé Ingenieros y Asociados, S.L.U. of the proposed award. The contract is expected to be formally approved at an upcoming meeting of the Local Government Board.
Full transformation of the school
Technical reports show that IES Las Lagunas requires a comprehensive intervention rather than isolated repairs.
The school has accumulated a series of problems, including defects in façades and roofs, insufficient climate-control systems, obsolete electrical installations, architectural barriers and high energy consumption.
The full refurbishment will transform the centre while maintaining its current organisation across different buildings, including the main classroom block, workshops, gymnasium and auxiliary spaces.
However, the project will give the school a more efficient, modern and cohesive structure.
The scheme includes the complete renovation of classrooms and teaching spaces, the installation of new climate-control systems and smart ventilation, and improvements to the building envelope through new façades, roofs and carpentry. These measures are expected to significantly increase energy efficiency.
The works will also include the adaptation and expansion of educational areas, the modernisation of toilets and changing rooms, improved accessibility throughout the site and the removal of architectural barriers.
The aim is to bring the school into line with current regulations and meet the present-day needs of students.
Outdoor areas will also be improved, with patios, covered areas and internal routes reorganised to make them more usable, protected and functional throughout the year.
A more efficient, sustainable and future-ready school
Energy efficiency will be one of the central pillars of the project.
The objective is to move towards a nearly zero-energy building by incorporating measures such as advanced insulation, solar control and the optimisation of building systems.
According to the council, the result will be a more comfortable school with lower energy costs and facilities aligned with current sustainability standards.
Once completed, IES Las Lagunas is expected to become a more accessible, safer, more efficient and future-ready educational centre for Torrevieja.
