Orihuela is once again opening the tender for the operation of beach bars, terraces, umbrellas, and hammocks at the Punta Prima, Cala Mosca, and Cala Estaca beaches.
These are the only beaches along the Orihuela Costa that will lack this service this Easter, as they were also unavailable last summer. The beach services are expected to be operational by summer, however, assuming no further setbacks occur.
This new tender follows the previous one, which was declared void due to the failure of the Contracting Board to approve the documentation submitted by the four companies bidding for the service last summer.
The new tender specifications, published on the Contracting Portal last Friday, maintain the same conditions as the previous process. The service for all three beaches will be offered in a single lot due to the proximity of the beaches, resource optimization, and centralized service management. This single lot, numbered 1, was part of the five lots tendered in November 2023.
The base annual fee for operating the service is set at €82,000 for the years 2025, 2026, and 2027, with the possibility of extending the contract by mutual agreement for up to two additional years on an annual basis. The deadline for submitting applications is April 14th, meaning the contract will not be awarded in time for the Easter period or the initial part of the service this year.
The technical specifications indicate that service provision must start at Cala Estaca on March 15th, Punta Prima on April 1st, and Cala Mosca on May 15th. It is clear that the Council will not be able to award the contract in time for these dates. The end date for service provision for the season has been set for October 30th, with uninterrupted operation.
The tender price was calculated based on the expected investments, expenses, and projected revenues. Investments include walkways, decking, awnings, lockers, electricity, and sanitation. The costs of constructing the beach bars, terrace pergolas, and restrooms are not included, as the City Council will transfer these responsibilities to the successful bidder.
Based on the latest tender data, the successful bidder is expected to earn an annual profit of €137,000, taking into account a 20% increase in the CPI from 2018 to 2024. Cala Estaca beach bar is projected to be the most profitable, with a profit of €55,200, followed by Punta Prima at €50,900, and Cala Mosca at €30,900.
The absence of beach bars on the Orihuela coast began in 2023 after the contract was terminated under the previous PSOE-Cs government. A new contract was tendered in November 2023, when the PP and Vox were in power.
This new tender fragmented the services by lot, meaning beach bars would not be awarded to a single company.
Last summer, beach bars at Cala Cerrada, Cala Bosque (Zenia), Cala Capitán (Cabo Roig), La Caleta (Cabo Roig), and Aguamarina (La Regia) were awarded to Adem Levante SL.
Café Olé & Friends SL received the contracts for the beaches of La Glea, Barranco Rubio (Campoamor), and Mil Palmeras, while Recreativos Acuáticos Horadada SL won the contract for motorized nautical services at Cala Bosque and La Glea beaches.
All beach bar and leisure services began operating last summer, except for those at Punta Prima, Cala Mosca, and Cala Estaca, where the tender process was unsuccessful.
Four companies submitted bids for this group, with Taberna Garcana rated highest. However, all four companies were excluded after failing to provide the required documentation as requested by the Contracting Committee.
