The Director General of Urban Planning, Landscape, and Environmental Evaluation, Miguel Ángel Ivorra, visited Torrevieja to sign an agreement between the Generalitat Valenciana and the company Explotaciones Agrícolas la Ceñuela, S.L., acting as the urban developer for the Partial Plan Sector 29 La Ceñuela, along with the Mayor of Torrevieja, Eduardo Dolón.
The agreement follows a court ruling that annulled the sector’s inclusion in the PATIVEL territorial plan. The court ruled that the affected land did not meet the necessary criteria to be classified as non-developable coastal land.
The dispute dates back to 2002 when the landowner ceded part of the land for the construction of Torrevieja Hospital in exchange for the rest being classified as developable. However, in 2018, the PATIVEL plan restricted development on over half of the property, prompting legal action.
The recent ruling by the Valencian Supreme Court supports the landowner’s claim, leading to an agreement between the Generalitat, the Torrevieja mayor, and the property owners. This agreement allows urbanization to proceed while waiving potential compensation claims. It effectively concludes over 20 years of legal and administrative obstacles, allowing the development of the land as originally planned.
