The Integrated Action Plan (PAI) has a budget of €19.6 million and focuses primarily on the southern neighbourhoods of the city, particularly Acequión and San Roque.
In total, the plan includes 13 initiatives, including the regeneration of the Sea and Salt Museum and the Paseo de la Sal, the San Roque Civic Centre and its sports facilities, the re naturalisation of school courtyards at CEIP Acequión and Inmaculada, the launch of a tourism platform, and the creation of a pedestrian and cycling path connecting La Veleta to Eras de la Sal, running parallel to the N-332 and linking the southern area with the city centre.
PRIORITY PROJECTS FOR THE SOUTHERN AREA
Mayor Eduardo Dolón emphasized that these projects are crucial for the development of the city’s southern region and will be executed over four years (2025-2029). The City Council has submitted the PAI for a FEDER funding grant, which could cover 60% of its total budget, amounting to €11.78 million.
Being a city with more than 75,000 residents, Torrevieja is classified as a “large city” in the funding program, requiring investment in neighbourhoods identified as vulnerable by the Ministry of Housing. Based on data from the Spanish Urban Agenda and the National Institute of Statistics (INE), the Acequión neighbourhood meets these criteria.
As a result, four major projects have been proposed to improve connectivity and integration in an area isolated by the sea, the lagoon, and major infrastructure.
MAIN PROJECTS INCLUDED IN THE PAI
1. Economic, Cultural, and Heritage Activation – Eras de la Sal and Its Surroundings
With a budget exceeding €12.6 million, this project includes:
- The regeneration of the Sea and Salt Museum and the Paseo de la Sal.
- A sociocultural revitalization program, working with 50 local associations to promote Torrevieja’s historical heritage.
- A smart tourism platform to advance sustainable tourism, integrating digital tools such as real-time visitor monitoring and predictive AI models for strategic planning.
2. Socioeconomic Activation – Acequión and San Roque Neighbourhoods
This €2 million project aims to transform the area into an inclusive and sustainable district by:
- Establishing the San Roque Civic Centre as a multifunctional space for community engagement and municipal services.
- Launching digital literacy programs to reduce the digital divide and enhance employability.
- Deploying a mobile digital services unit to assist residents with public administration procedures.
- Promoting blue economy initiatives, offering training for entrepreneurs in marine-related sectors.
3. Environmental and Social Activation – School Courtyard Re naturalisation
This €1 million initiative will transform the courtyards of CEIP Acequión and Inmaculada into climate-resilient, inclusive spaces. Through participatory design, students, teachers, and families will collaborate on creating green areas that foster environmental education and social cohesion.
4. Green and Safe Pedestrian and Cycling Path
With a budget of nearly €4 million, this project will establish a continuous pedestrian and cycling corridor, linking the southern neighbourhoods with the city centre. It will prioritize sustainable mobility, expand green infrastructure, and create a safe school route for local students.
FEDER FUNDING APPLICATION
Torrevieja’s PAI may receive 60% of its funding from FEDER, as the region falls under the EU transition zone classification. To maximise financial support, the city has selected projects that are already in an advanced stage of planning.
The initiative, coordinated by the European Funds Unit and the Mayor’s Office, involves multiple municipal departments, ensuring a comprehensive and collaborative approach to urban development.
