Martina Scheurer, former Councillor for the Coast and Beaches in Orihuela, will appear in court next Wednesday. The case will be heard by the Eleventh Section of the Provincial Court of Alicante, based in Elche.

Scheurer, a former member of Los Verdes who served under former Mayor Monserrate Guillén, is accused alongside a local businessman of alleged irregularities in the contracting and awarding process for beach and beach bar services in Orihuela Costa.

The case dates back to 2013. According to the Prosecutor’s Office, Scheurer allegedly acted unlawfully by introducing new conditions into the contract requirements. One such condition was the possession of the ‘Q’ certification for tourist quality.

The councillor allegedly informed the businessman of this requirement before the tender was officially published, allowing him to obtain the certification in advance.

Once the tender was published, a 20-day deadline was set for bid submissions. The short timeframe prevented three other interested companies from acquiring the required certification, effectively excluding them from the bidding process.

These companies later filed a complaint, leading to the initiation of legal proceedings. The case was further reinforced by the municipal group Centro Liberal Renovador (CLR), then led by former councillor Pedro Mancebo.

The Public Prosecutor’s Office is seeking a three-and-a-half-year prison sentence for Scheurer, along with a 15-year ban from holding public office, for alleged crimes of administrative misconduct, fraud, and disclosure of privileged information.

The businessman faces a request for a five-year and nine-month prison sentence for alleged crimes of misconduct, fraud, and misuse of privileged information.

The investigation into the case began in 2017 when Scheurer, the businessman, and a municipal contracting officer were arrested by the National Police and taken in for questioning.

The trial is set to begin on Wednesday and will continue with further hearings scheduled for February 19, March 12, and March 26. These sessions will include the presentation of evidence and witness testimonies related to the case.
