  • Council considers introduction of parking charges at Orihuela Costa beaches

Income from canteen, water, and beach bar concessions is expected to reach €3,094,673.46 this year, up from €1,700,000 in 2024 ss the Council anticipates a significant boost in business volume for 2025.

According to the economic report of the budgets, the Council projects a notable increase in income from administrative concessions for the new year. The PP-Vox executive estimates that income will hit €3,094,673.46, up from the €1,700,000 forecast in the 2024 report.

This rise represents an 82% increase from the previous year, primarily due to the introduction of beach bars and higher revenue from key services such as water and the ORA concession (city car parking) to Ildo, which is expected to see a remarkable 187% increase.

Significant Contribution from Beach Bars

In 2025, income from the occupation of the chirunguitos is set to play a major role. The governing team divided this concession into five lots, with only one yet to be awarded, expected to bring in €92,000. The remaining lots have been awarded to operators who consistently pay their fees to the municipal accountc. Overall, beach bars contribute 55.68% of the income from administrative concessions of the Orihuela City Council.

Breakdown of Beach Bar Concessions

Lot 1 (Punta Prima, Cala Mosca, and Cala Estaca): Pending award, forecast at €92,000 (2.97% of total concession revenues).

Lot 2 (Cala Cerrada, Cala Bosque, and Cala Capitán): Awarded to ADEM Levante, generating €802,814.66 (25.93% of total revenues).

Lot 3 (Caleta de Cabo Roig and Aguamarina): Also awarded to ADEM Levante, with €403,881.79 (13.05% of total).

Lot 4 (La Glea, Barranco Rubio, and Mil Palmeras): Awarded to Café Ole & Friends, SL, contributing €326,500 (10.55% of total).

Lot 5 (water sports): Awarded to Recreativos Acuáticos Horadada, bringing in €67,544.53 (2.18% of total).

Expanding ORA Services

Beyond beach bars, the increase in revenues from the blue zone car parking service, ORA, managed by municipal company Ildo, is also noteworthy. In 2024, revenues were estimated at €200,368, but for 2025, this figure leaps to €575,000, marking a 187% increase. The PP-Vox government team attributes this to updated data from the 2024 reports and projections for 2025.

Likely to prove particularly controversial is the project to extend ORA car parking charges to beaches during the high season which we are told remains under consideration. It will almost certainly be greeted with universal opposition by Coastal residents.

Revenue from Canteens

Income from municipal canteens and cafeterias is expected to be lower in 2025, with projections at €12,602.80 for six facilities, compared to €26,185 for twelve in 2024. Key contributors include the Bernardo Ruiz pavilion canteen (€1,800), Torremendo canteen (€800), and the Orihuela Costa Sports Centre bar-canteen (€7,235).

Increased Water Concession Revenue

The water concession is another significant source of revenue. In 2024, revenues from the Hidraqua-managed service were estimated at €518,447, while projections for 2025 stand at €660,000, a 27.3% increase.

Parking and Market Concessions

For 2025, revenue from the city’s only underground car park, Entrepuentes, managed by Doalco, is set at €2,709.96. Additionally, new income from the Aguamarina market (€10,631.64) and the Medieval Market fee (€8,400) is projected.

Revenue in fines Slightly Decreases

The Council estimates revenue from fines in 2025 at €2,490,000, higher than the three-year average by €90,132.82 (3.76%). This is due to the forecasted increase in traffic fines, following a trend over the last three years.
