The Spanish Confederation of Medical Unions (CESM), backed by the Andalusian Medical Union (SMA), has called for a nationwide doctors’ strike on May 23 in opposition to the Ministry of Health’s proposed Framework Statute.
The strike aims to pressure Health Minister Mónica García to revise the draft, which has faced strong resistance from major medical organizations.
On Tuesday morning Union Representatives went to the Congress of Deputies to register a request for a meeting with the health officials of all the parliamentary groups in the Lower House in order to explain the Confederation’s position on the modification of the new Framework.
Unions insist that any new Statute must grant doctors the ability to negotiate their working conditions with genuine representation, ensuring their rights and obligations are fairly determined.
“The unanimous rejection of this draft is the final straw, exposing the growing frustration among medical professionals who, for the past 40 years, have seen their rights diminished while new obligations are being continually imposed without compensation,” the unions stated.
CESM is calling for a specialized negotiation process to establish a dedicated statute for doctors, ensuring uniform working conditions across Spain and addressing longstanding grievances within the profession.
One of the most contentious aspects of the Ministry’s proposal includes requiring senior hospital and health centre officials to work exclusively in the public sector. It also seeks to eliminate 24-hour shifts and cap a doctor’s daily working hours at 17.
In the lead-up to the strike, leading medical associations and professional bodies have organized a large demonstration in Madrid on March 22, demanding improvements to the draft, particularly concerning salaries and working hours.
