- 23 Arrests in Sevilla and Cádiz Provinces, with Lebrija as the Operation’s Epicenter
- Leader “El Tarta” Controlled Drug Trafficking and Fuel Supply for Narco Boats
March 29, 2025 – The Spanish Civil Guard has completely dismantled the notorious drug trafficking organization known as El Tarta in Operation “Ínsula.” The network, which smuggled large quantities of hashish from Morocco via high-speed boats on the Guadalquivir River, saw 23 members arrested in Sevilla and Cádiz, primarily in Lebrija.
Authorities seized 452 kilograms of hashish, 22,406 liters of gasoline, and two stolen off-road vehicles used for drug transport. Additionally, three boats equipped with 300-horsepower engines, €54,840 in cash, and various electronic devices, including GPS trackers, security cameras, satellite phones, and nautical GPS systems, were confiscated.
A Sophisticated Drug Network
The investigation, which began in April 2024, uncovered a highly structured criminal operation with a well-organized logistics system, including hidden storage facilities (zulos) for drugs and fuel supplies for narco-boats.
The gang specialized in stealing and modifying high-end vehicles to transport drugs from Lebrija to secret logistical sites near the Guadalquivir River. From these locations, they planned drug shipments, hid vehicles, and temporarily stored narcotics.
Investigation Results
Authorities conducted 20 raids across six towns, including:

- Trebujena (3)
- Sanlúcar de Barrameda (2)
- Rota (2)
The operation was carried out by the Organized Crime and Drug Enforcement Team (E.D.O.A.) of the Algeciras Civil Guard, in coordination with the CRAIN unit for Andalusia. Among those arrested is El Tarta himself, a well-known drug trafficker in the region.
