The Rafal City Council has approved its 2025 General Budget, totaling €3,815,953, which represents an 8.4% increase from the previous year. Mayor Manuel Pineda emphasized that the budget is balanced and ensures financial stability, focusing on improving public services while maintaining fiscal responsibility. Revenue has increased mainly due to updated urban waste management fees and higher state subsidies, while direct and indirect tax revenue has slightly decreased.
A significant portion of the budget is allocated to personnel expenses, which have risen due to salary adjustments and the municipalization of street cleaning and park maintenance. Current expenditures account for over half of the budget, covering essential municipal services, with additional investments in equipment rentals, including a new street sweeper, while savings are expected from reduced energy costs thanks to new solar panel installations.
The budget also prioritizes community support, with €157,000 allocated for subsidies to local associations, including cultural, sports, and social organizations. This year, funding has increased to include the Central Board of the Moros y Cristianos Festival.
In terms of infrastructure and investments, the council has set aside €318,876, an increase from the previous year, to fund projects such as the purchase of land in a green area, renewable energy initiatives, improvements to the municipal sports complex, and the creation of a dog park. Other initiatives include upgrades to the Civic Center and Ethnographic Museum, as well as a school composting project to promote environmental education.
Debt repayment remains a priority, with €127,037 allocated to reduce the total municipal debt of €1.4 million, largely linked to the Energy Community project, which aims to lower electricity costs for residents. Mayor Pineda described the budget as realistic and sustainable, reinforcing the council’s commitment to environmental responsibility and enhancing the quality of life for the community.
