The developer of Sector 29, La Ceñuela de Torrevieja, is moving forward with an urban plan for 1,200 homes south of the city, near Los Balcones, the University Hospital, Los Altos, and CV-95.
The project, originally proposed in 2003, has been scaled down significantly, reducing the area from 700,000 to 300,000 square meters and halving the number of homes from 2,200.
The land, currently used for citrus farming, was initially reclassified in exchange for providing space for Torrevieja’s hospital, which opened in 2006. However, final approval stalled in 2015 when the area was included in the Pativel protection plan, a Valencia wide plan introduced to preserve natural spaces and to control urban expansion.
A legal battle ensued, and the developer recently won a court ruling stating that the land was wrongly incorporated into Pativel.
Despite ongoing efforts by the regional government to repeal Pativel, the developer has chosen to proceed under existing restrictions rather than delay further. The revised plan, approved for study by the local government, will require modifications to the General Plan.
Meanwhile, concerns remain over the area’s ability to support additional housing due to strains on public services like healthcare, education, and infrastructure. The project’s approval could also have financial implications, as the developer may seek compensation for land ceded to the hospital.
